The short answer
The solutions that move the most volume are, in order: collection systems that reach households without waste services, design changes that make packaging recyclable in the first place, deposit-return schemes that create a price for used plastic, extended producer responsibility laws that fund the whole chain, and finally individual reduction. Cleanups matter for awareness, not for tonnage.
Start where the leakage happens: collection
Roughly two billion people worldwide have no waste collection at all. Where nobody collects plastic, it burns, buries or drifts — no amount of downstream recycling capacity changes that. This is why collection, not recycling, is the first solution on any serious list.
Collection is also the cheapest intervention per tonne diverted. A neighbourhood aggregation point with a scale, a baler and a reliable buyer converts loose waste into a traded commodity, which is what makes the rest of the chain economically possible.

Design out the plastic that can never be recycled
Multi-layer sachets, black plastic trays and mixed-polymer films have no viable recycling route almost anywhere in the world. When a product is designed this way, no municipal system can rescue it. Redesign — mono-material packaging, fewer polymer types, no carbon-black pigments — removes the problem before it reaches a bin.
This is the core insight behind the circular-economy framing: waste is usually a design decision made years earlier and hundreds of kilometres away.
Give used plastic a price
Deposit-return schemes routinely push beverage-container return rates above 85% in countries that run them properly, because they attach cash to an object people would otherwise drop. Where formal deposit schemes don't exist, buy-back centres do the same job informally.
The mechanism matters more than the label: once a used bottle is worth something to the person holding it, collection largely organises itself.
Make producers pay for the end of life
Extended producer responsibility (EPR) shifts the cost of collecting and processing packaging onto the companies that put it on the market. It is the single most reliable source of long-term funding for collection infrastructure, and it is spreading quickly across Africa, Asia and Latin America.
For a young venture, EPR schemes also matter commercially: they create paying customers for verified collection volumes.
What is oversold
Beach and river cleanups build awareness and community, but the tonnage they recover is a rounding error next to daily uncollected waste. Chemical recycling remains expensive and energy-intensive at current scale. "Biodegradable" plastics usually need industrial composting conditions that almost nowhere provides, and they contaminate conventional recycling streams.
None of these are useless. They just shouldn't be the centre of a strategy.
